Seven of those injured were in critical condition, police and firefighters said. Authorities have identified the man who was arrested as Ohmeed Aziz Popal, who has an address in Ceres. NEW YORK — The crash of American Airlines Flight 587 in a quiet residential neighborhood nearly five years ago is subject to general maritime laws, a judge ruled Tuesday, allowing potentially higher damages for dozens of people who sued.
