Two kidnapping suspects from Oregon were arrested in Red Bluff on Saturday following an intense encounter with police, leaving a suspect and two officers with minor injuries. On Saturday, at 11:09 a.m., officers with the Red Bluff Police Department (RBPD) received information about a kidnapping victim; a 30-year-old man from Oregon.
