Lindsey Graham is moving conservative judges to the floor at a rapid pace. Compare that to Arlen Specter, a militant liberal republican (and future democrat), who bottled up as many conservatives as he could, getting the "consensus" (i.e. moderate) nominees through first. More than 3,000 ISIS fighters have surrendered amid a pitched battle by US-backed forces to retake the last ISIS stronghold in Syria.
