Of course, he also didn't keep us safe from the biggest deficits in American history (prior to Obama); or from the biggest recession since the Great Depression; or from Obama getting elected in a backlash by voters against Bush's failures.
Other than that, he kept us safe - after he didn't.

According to Reagan himself, he was to blame.
People were inclined far more to support Bush at the time, Bush being all we had. And we trusted Bush right into a plethora of impotent measures. Terrorists were thrilled to see the exaggerated TSA precautions because it was instilling terror without their needing to lift a finger.
