Mass transportation is dangerous, but essential, especially in densely-populated cities like London and New York City.

So the likelihood that a pre-existing, intricately structured terrorist organization would be able to replicate that sort of carnage-and possibly even eclipse it in terms of body count-is great, unfortunately.

The only thing that prevented this plot from coming off-and subsequently killing hundreds of commuters-was the fact that one of the conspirators had second thoughts, and decided to tip off the NYPD.
