<p>SAN FRANCISCO -- Halting the Oct. 7 recall election would negate the votes of nearly 400,000 Californians and waste millions of dollars already spent, state and local elections officials told the 9th U.S. Circuit Court of Appeals on Wednesday.</p>
<p>California Secretary of State Kevin Shelley, joined by county registrars of voters in Los Angeles and Sacramento, urged the court to reconsider a decision by a three-judge panel that would put the election off until March.</p>
