    A stealth case moving through the Texas courts, athough yet to see a trial, addresses the issue of whether or not illegal alien students should continue to receive taxpayer funded grant monies for secondary education.The pivot point for the case, Lone Star College System of Texas & Richard Carpenter v. IRCOT, is winning on taxpayer standing. Governor Perry and many lawmakers approved instate tuition rates for illegal alien students in 2001. The sleight of hand on this was basically loosening "residency" requirements while failing to "affirmatively state" the benefit was designated to non-citizens in violation of federal laws.
