Good afternoon - Congress returns to work in Washington, DC today after a month long District Work period. I wanted to give everyone a thorough update on where we stand with regard to both the Title V and CBAE programs. September is going to be a very busy month for federal abstinence education programs. Senate Takes Five on Title V Thanks to our many readers who contacted their elected officials, Title V abstinence funding will live to see another day--95, to be exact. Last night, the Senate agreed to at least a three-month extension of the federal matching funds for state abstinence education programs. SAN BERNARDINO, Calif. (AP) - California State University, San Bernardino has refused to allow a Christian group to organize on campus, saying it would discriminate against non-Christians and homosexuals. The Christian Student Association's proposed constitution included a statement on sexual morality and required members and officers to be Christian. State law prevents student groups at public universities from excluding people based on religion or sexual orientation.
