PHOENIX (AP) - The races for two southern Arizona congressional seats were still too close to call at midday Wednesday. Democratic Rep. Gabrielle Giffords was holding onto a 1% lead against Republican challenger Jesse Kelly in the 8th Congressional District. In the 7th Congressional District, Democratic Rep. Raul Grijalva had a lead of nearly three percentage points, and he declared victory.
