Most people are unaware that USAID, the U.S. government agency tasked with foreign aid and development, gifted in 2016, $310 million of taxpayer money to start a Palestinian cement factory project. The project was a private venture, by a company called Sanad Construction Resources Company (SANAD), the establishment of multiple cement mills and factories which ultimately helped create Hamas' terror infrastructure in Gaza. A prime example of that climate is the Davis administration's bureaucratic ban on the use of plastic pipe in housing construction, an issue we have written about for years.</p>

<p>Plastic pipe manufacturers Friday hailed a court ruling that could clear the way for their product to be used in homes statewide as a victory for consumers over politics.</p> <p>The industry sued the state in September, alleging Gov. Gray Davis' administration forced new home buyers to spend millions of additional dollars on housing by restricting the use of a plastic water pipe known as PEX.</p>
