An incredibly bloody and horrific crime occurred earlier this week in Texas that could have been avoided had authorities done their job. As FOX 7 Austin reported, 62-year-old Andrew James Wimsatt, an accomplished civil engineer who published several notable works, was seen in video footage obtained from a neighborhood HOA sitting on a park bench in Round Rock at roughly 10:55 a.m. on September 7. The U.S. Environmental Protection Agency (EPA) has awarded $25,000 that will go to the construction of benches made of garbage for a park in Tijuana, Mexico.
