A new survey shows Mitt Romney with a commanding lead over President Barack Obama among doctors, with Obamacare helping to sway their votes. There's quite a few people that serve at the pleasure of the president. There's no congressional oversight because they are members of the executive branch, in effect, and they are simply appointed. Others require the Advice and Consent of the Senate and become more contentious (judicial appointments are always a hot-button issue).
