<p>Political consultant David Gilliard spent Friday tied to his desk in a Sacramento office building, blocks from the Capitol, his phone ringing at a constant clip.</p> <p>Four days earlier, Gilliard became coordinator of a new committee called Rescue California, which is accepting money from millionaire U.S. Rep. Darrell Issa, R-Vista, and any donors the congressman persuades to join a long-shot campaign to recall Democratic Gov. Gray Davis.</p>
