House Minority Whip Steve Scalise (R-La) told ABC's "This Week" host George Stephanopoulos that Trump had a legal requirement to ensure that Ukrainian President Volodymyr Zelensky was rooting out corruption before Trump could legally send foreign aid to Ukraine.
