Democrats presented a series of bills that they said would help close the multibillion-dollar budget gap by cutting spending and raising taxes on cars, and Republicans, for the most part, opposed them as either cutting too little or taxing too much. But since Democrats outnumber the Republicans, all the bills passed handily after the requisite amount of partisan hand-wringing and finger-pointing.</p>
