The E.U. can be summed up this way. Twelve desperate Socialist Countries joining together each with the hope that the combined money from the other eleven will bail them out.

That 'guy' you refer to is supposed to be none other than GWB, I believe. Not a good likeness, but caricaturists and opinion cartoonists seem to all have adapted that way of drawing POTUS' nose (and frequently enlarging his ears, for some reason unknown to me).

They do kind of stick out. His nose is a little hawkish here, but yes, it is recognizable as "W".

I do not really get the cartoon. Unless it is just that the EU Constitution induces sleep. That's hardly the worse thing about it.
