Tiahrt crafted a law to the Smith's liking, and got their permission to use the "Kelsey Smith" name on that law. It now the law, in Kansas. Tiahrt is pushing to take the law nation-wide.

In a surprising twist to a Johnson County murder that gained nationwide attention, Edwin Hall pleaded guilty this afternoon to killing Kelsey Smith. Hall stood before Judge Peter Ruddick as he entered guilty pleas to charges of capital murder, aggravated kidnapping, rape and aggravated criminal sodomy. For the murder charge, he faces life in prison with no chance of parole. For each of the other three counts, the range of punishment is 147 to 653 months.

An Emporia, Kan., couple adopted Edwin R. Hall when he was 7 because they wanted to give him a better life. Eight years later, after Hall was convicted in juvenile court of threatening his adoptive sister with a knife, he went back into state custody. He would spend the next three years in four juvenile correctional facilities and never return to his adoptive home.
