John Kerry said Thursday that a new draft treaty on global warming should be possible even if the United States does not impose mandatory limits on greenhouse gases before the next pivotal climate conference. Kerry said in an interview with the Associated Press that he expects the United States to have a climate policy in place within a year that will allow it to join the worldwide effort to combat global warming.
