The National Governors Association (NGA) announced Wednesday that Gov. Chris Gregoire was picked to chair the group. Gregoire was named chairwoman of the bipartisan organization of governors by the NGA executive committee. She becomes the second woman to lead the association.

Each year the state auditor issues two Medicaid audits. One is state focused (the one reporting $950 million in “questioned” costs) and the other is federal focused (the one reporting $80 million in “questioned” costs). An initial check of a statewide voter-registration database found at least 5,224 dead people registered to vote in Washington and more than 3,000 voters registered twice. So far, Secretary of State Sam Reed's office hasn't found anyone who voted illegally. But it's still investigating an additional 35,000 names that a computer flagged as suspicious. The database of all 3.8 million active and inactive Washington voters was released Wednesday. The database creation brings the state into compliance with the 2002 Federal Help America Vote Act. Olympia, Wash. -- Gov. Chris Gregoire signed a gay civil rights bill into law Tuesday, though the law may be held in limbo if opponents are successful in forcing a referendum. The measure adds "sexual orientation" to the state law that bans discrimination in housing, employment, insurance and credit. The amendment, passed by the Legislature on Friday, makes Washington the 17th state to pass a law covering gays and lesbians, and the seventh to protect transgender people.

State Democrats say their latest research shows that Republican Dino Rossi cannot overcome Gov. Christine Gregoire's 129-vote victory under any theory proposed in court. Even using the GOP's method of analyzing alleged illegal votes in the November election, the Democrats claimed, Gregoire would win by 67 votes. Former two-term Gov. Gary Locke -- the man Gregoire replaced in the Statehouse -- accused Rossi of "fighting for himself at the expense of the citizens of this state." Republicans win right to challenge Wash. state election: Republicans have won a victory in their challenge to the election of Governor Gregoire. The judge says Republicans will be allowed to use "proportional analysis" to prove their case that illegal votes swayed the election.

This Monday, May 2, is the date for the next hearing in the election contest. This will be the last hearing in Chelan County Superior Court before the trial starts on May 23. More reports of dead people receiving ballots or voters receiving multiple ballots for Valley Medical Center's all-mail election have some voters again shaking their heads in frustration. Four people reported to the Journal this week that their dead relatives were mailed ballots for the special election. They joined another man upset last week when his son who died two years ago was mailed a ballot. Already inundated by reports of election malfunctions in King County from last November's governor's race, voters are much more sensitive to any irregularities, especially when they show up in their mailboxes.

Three King County election employees were placed on paid administrative leave yesterday as the county announced it was resending ballots to 915 out-of-state voters in an upcoming election because of yet another foul-up. County Executive Ron Sims announced both actions after learning of complaints from eight voters who said they had received absentee-ballot packets without a ballot enclosed. Replacement packets will be mailed today to all military, out-of-state and overseas voters in an April 26 levy election for Valley Medical Center in Renton. I've revised my analysis of the King County vote discrepancy, based on some slightly improved source data files. The differences from my earlier analysis are minor, but this does represent the best analysis based on the data that King County has released. I've also added some new illustrative statistics. I've received new information to confirm that King County's large discrepancy between ballots counted and voters counted is an outsized anomaly. As I reported earlier, King County's discrepancy of miscounted ballots, (considering both voterless ballots and ballotless voters) -- is on the order of at least 3,700 ballots. Dean Logan did not dispute my numbers at last week's town hall meeting. At best, he might have explained some of the miscounted ballots with his claim that 250 of the unverified provisional ballots were paired with empty provisional envelopes from eligible voters. OLYMPIA - The Washington State Patrol is keeping close watch over both Gov. Christine Gregoire and her Republican rival, Dino Rossi, after Gregoire received a death threat and emotions over the contested election continue to run high. Gregoire told reporters Thursday she received a death threat and that she plans to keep a lid on publicizing her movements outside the heavily guarded Capitol and Governor's Mansion.
