Before DSHS and Gov. Chris Gregoire pop the champagne on word that the state auditor has revised the amount of questioned costs in the states most recent Medicaid audit from $950 million to $80 million, some audit definitions are in order.
Each year the state auditor issues two Medicaid audits. One is state focused (the one reporting $950 million in questioned costs) and the other is federal focused (the one reporting $80 million in questioned costs). So did the states Medicaid audit really improve by $870 million? No. The federal government has a different definition of questioned costs than what is used for state audits.
Questioned costs in a federal audit means money that may have to be repaid to the federal government. Questioned costs in a state audit means money at risk. This is why the state auditor warned DSHS and the governor that while the federal report only cites $80 million in questioned costs, he thinks it is important (they) know the $950 million reported earlier represents dollars at risk due to internal control and monitoring issues at the Medicaid Program.
The true impact of this years Medicaid audit is still a $950 million problem.

Most people don't know that the state - and sometimes its employees - are held accountable for any lies they are told in certifying medicaid.
Notice how anytime anything that can be attempted to be spun as good news in Washington st, the dems keep trying to slap Gregorie's name on it.
