The Justice Department is withholding documents demanded by this newspaper under terms of the Freedom of Information Act (FOIA). In so doing, the department is asserting privileges that do not exist or do not apply. Ironic as it may sound, Justice seems to be breaking the law. The Washington Times' FOIA request asked for documents pertaining to the department's controversial decision to dismiss a civil complaint accusing the New Black Panther Party of intimidating Philadelphia voters on Election Day 2008. In response, the department said it would withhold 69 documents totaling 135 pages, including interdepartmental e-mails, drafts of court filings...

Russia foils atomic smugglers By Will Stewart in Moscow Last Updated: 11:56pm GMT 02/01/2008 Russia has admitted that customs officials thwarted more than 120 attempts to smuggle "highly radioactive" material out of the country last year. The disclosure is likely to fuel concern about how many illegal exports were not halted. It will also lead to new fears that Moscow has failed to stop material becoming available on the black market that could be used by terrorists to make radioactive "dirty" bombs. A further 722 cases of illegal importing of highly radio-active material into Russia were detected - possible evidence...

PALMDALE - The featureless black mask hid his face, but everyone in the crowd knew exactly how he felt. Iain Carson threw his arms toward the ceiling, letting a joyous shout erupt from inside. With a 15-9 victory over Eugene Park, Carson earned himself a brand new epee - the first place prize at the Duel at the Oasis fencing tournament at Oasis Park Recreational Center in Palmdale on Saturday. "(That was) the best I've done," Carson said. Carson was the top seed after pool competition, and didn't lose a single bout in the tournament. The only bout Park lost...

SHAWNEE, Kan. - A would-be carjacker got away with nothing more than the keys Monday after he apparently was thwarted by the vehicle's manual transmission. The thief was armed with a shotgun when he ordered a 26-year-old man out of his Chevrolet Camaro in a suburban Kansas City parking lot. The driver complied, but when the robber got into the car he was unable to manage the stick shift. The robber fled the scene in a four-door car that someone else was driving. BAGHDAD, Iraq (AP) -- Gunmen killed a U.S. civilian contractor and injured another north of Baghdad, while an Apache helicopter killed seven people suspected of preparing a rocket attack on a U.S. base near Tikrit, the military said Friday. Unrelenting violence in Iraq has pushed Washington to discuss ways of speeding up the transfer of power to an Iraqi-led government. A member of Iraq's Governing Council said Friday that the group will study Washington's proposals for a speedier transfer of power but won't necessarily agree with the details. "For our part, we have our own ideas," said Mahmoud Othman, a...
