<p>LAFAYETTE — Linda LeBlanc got one of the best birthday presents she could have wished for April 15: A phone call from her son, Stevan J. Melancon III, who is serving with the U.S. Marine Reserves in Iraq.</p>
<p>“We hadn’t heard from him since March 10, and he called me on tax day, and I was ecstatic,” his mother said.</p>
