NORTH Korean leader Kim Jong-il is suffering irregular convulsions after his stroke and Chinese authorities believe his long-term ability to govern will be impeded, a South Korean newspaper said today. Although Kim is recovering, the convulsions prevented him from appearing at the parade marking North Korea's 60th anniversary on Tuesday, Chosun Ilbo quoted a diplomatic source based in Beijing as saying.
