On Aug. 12, New Mexico Gov. Bill Richardson declared a state of emergency "due to a chaotic situation involving illegal alien smuggling and illegal drug shipments" on his southern border. Three days later, Gov. Janet Napolitano followed suit in Arizona. Reason: the crisis on the border.
