Local newspaper Le Populaire du Centre says 34-year-old Hodei Docampo Ciarra is accused of smashing the windows of the Limoges town hall before sneaking into the cellar. He reportedly had accomplices, though they have not been named. Ciarra is a known criminal who is on a French terror watchlist. Unfortunately, the police couldn't watch him that closely. They were too busy letting the country burn down....
