Federal authorities are investigating whether Dr. Chae Moon, director of cardiology at Redding Medical Center, and Dr. Fidel Realyvasquez Jr., chairman of the center's cardiac surgery program, ordered costly surgeries for healthy patients and then billed Medicare.
