My understanding of Virginia law, at the time they joined the Union, a slave that worked for a lifetime, to no benefit for himself, was promised to be provided for when he could not work anymore. That's basically what Canada offers Canadians like me. For a lifetime of work and never benefitting from my economic efforts, I am promised provision of healthcare and a pension when I can no longer work. At least in Virginia, that was encoded into law. In Canada, the government can vote that away.
