The Wayne County Board of Canvassers on Tuesday failed to certify the county's Nov. 3 election results, splitting the vote to certify the results 2-2. The vote was along party lines, with Monica Palmer, the board chairperson, and William Hartmann — both Republicans — voting against certification.
