The Wisconsin Elections Commission announced that it has received the required payment from Jill Stein to start the presidential recount in the state later this week.
The former Green Party presidential candidate previously submitted a petition for a recount in Wisconsin, and she paid the required $3,499,689 set by the commission via bank wire transfer, according to the Wisconsin Elections Commission.
The Wisconsin Elections Commission announced that amount as the required fee to start the recount process, but in its announcement today it noted that "there was an error in adding up figures" from the state's 72 county clerks, so the actual total is $3,898,340. However, it is not requiring Stein to pay that new total "at this time." Instead, the elections commission said it will wait until the actual costs are reported and either bill Stein for any excess charges or return any unused funds.

Actually, the bank transfer from Nigeria was for $4.2 million and they said that it’s ok to keep the difference for their trouble.

I had thought they were going to offer a half dozen 20 minute speeches from Hillary, a few million in Cali High Speed Rail bonds, and some really hot tips for the cattle futures market.

Actually, if they do not make it in time, Congress will award those votes - to Trump.

I read the statute. She is supposed to pay the initial estimate, which is subject to change. If the estimate was over, she gets a refund of the excess. If under, she has 30 days to pay.

If Wisconsin's recount misses the December 13 deadline, it is tough cookies for the Stein effort. They will have wasted their $3.8 million. They should have considered submitting their recount request earlier to avoid a recount going past the deadline. If their recount effort fails to get done on time, the original count should stand.
In the Wisconsin State Journal, this question and answer was given:
Question: What happens if the recount isn't completed by then?
Answer: If the recount is certified by Dec. 13, the state's results are guaranteed under federal law to direct which candidate electors vote for on Dec. 19. After Dec. 13, Congress could vote to choose which candidate gets Wisconsin's votes, with the governor breaking any tie between the House and Senate.
I think the Congress will let Wisconsin's original 10 electoral votes stand.
