Wisconsin Carry, Inc. booked Serb Hall in Milwaukee for March 18th, 2012, to give a free course to meet the requirements for the Wisconsin concealed carry permit. This was ambitious; the hall seats 1100 people, and Wisconsin Carry required that participants register in advance. The class was held as scheduled. While exact attendance numbers have not been released yet, the course was filled up with registrants. The pictures indicate a full hall. 1100 more people able to apply for the CCW permit at one setting. This is impressive. Wisconsin Carry Inc. is becoming a state organization with the clout to...

Hours after Gov. Jerry Brown issued a spirited attack on politicians who doubt the significance of climate change, Brown's predecessor -- former Gov. Arnold Schwarzenegger -- praised Brown but urged a spirit of inclusiveness. "To me, it made no difference if a Democrat had a great idea or a Republican had a great idea, or if someone from the outside had a great idea, or if someone from within the office had a great idea," Schwarzenegger said this afternoon at Brown's conference on climate change at the California Academy of Science in San Francisco. "The more inclusive you are about...

California and 10 other Western states and Canadian provinces took a key step forward Tuesday with plans to create a regionwide market for buying and selling pollution allowances. The Western Climate Initiative unveiled the framework for its cap-and-trade system – the cornerstone of its effort to reduce greenhouse gas emissions by 15 percent in the Western region over the next decade. The development comes as federal legislation to set up a nationwide cap-and-trade system has stalled in Congress. "This is a huge step forward," said Erin Rogers, a global warming policy expert for the Union of Concerned Scientists. "In the...

I have spent my entire 35 year professional life developing and implementing energy policies vital to our state. So it pains me to now see California taking an unfortunate misstep: embracing participation in the Western Climate Initiative. WCI, developed by seven U.S. states (California is joined by Oregon, Washington, Utah, Montana, New Mexico and Arizona) and several Canadian provinces along the western rim of North America, proposes to combat global warming – independently from their national governments. Herein lays the first reason I oppose the WCI: with the likelihood of federal pre-emption with President Obama and the 111th Congress set...

California, six other Western states and four Canadian provinces launched plans on Wednesday for one of the world's largest carbon-trading systems, a sweeping effort to cut greenhouse gas emissions that contribute to global warming. The North American program, like a similar market-based system in Europe, focuses on heavy polluters such as electric utilities, oil refineries and large industrial and commercial facilities. Environmental groups immediately questioned whether the plan will be tough enough on polluters, while industry groups said the program lacks details. California officials said the proposal will be an integral part of the Golden State's ambitious goal of reducing...

California, six other Western states and four Canadian provinces will launch a market-based carbon trading system in a major North American effort to cut greenhouse gas emissions that cause global warming, according to a draft proposal released today. When it officially begins in four years, the program would first target heavy polluters such as electric utilities, oil refineries and large industrial and commercial facilities, which would be required to begin reporting emission levels beginning in 2011 to allow participating governments to agree on the maximum level of emissions for the region. The plan also includes an offsets system, part of...

PHOENIX - Six western states and two Canadian provinces announced a regional goal Wednesday to reduce greenhouse gas emissions by 2020. The Western Climate Initiative includes Arizona, California, New Mexico, Oregon, Utah and Washington and the provinces of British Columbia and Manitoba. The group wants emissions cut by 15 percent over 2005 levels within 13 years. Governors of the most of the states created the WCI in February, pledging to work together to significantly reduce emissions, partly by designing a market-based system such as a cap-and-trade program planned by California. "The regional goal reflects the combined impact of the individual...

VANCOUVER, British Columbia (Reuters) - Western U.S. states and Canadian provinces eyeing a joint carbon trading market are hoping to resolve differences over issues such as how emissions are calculated. Representatives of the six U.S. states and two Canadian provinces in the Western Climate Initiative began three days of meetings in Vancouver on Thursday. Two provinces and two states that are thinking of joining the group are also expected to attend. British Columbia Environment Minister Barry Penner hopes the meeting will help narrow down the options the group will consider as it struggles to set regional greenhouse gas reduction goals...
