California joins major North American effort to curb greenhouse gases

California, six other Western states and four Canadian provinces will launch a market-based carbon trading system in a major North American effort to cut greenhouse gas emissions that cause global warming, according to a draft proposal released today.

When it officially begins in four years, the program would first target heavy polluters such as electric utilities, oil refineries and large industrial and commercial facilities, which would be required to begin reporting emission levels beginning in 2011 to allow participating governments to agree on the maximum level of emissions for the region.

The plan also includes an offsets system, part of a larger cap-and-trade program, under which polluters could emit greenhouse gases above the capped level by purchasing carbon credits from groups or businesses that have environmental programs such as reforestation.

While industries favor the use of an offsets system, many environmental groups have warned that such a program could create a loophole for heavy polluters to avoid reducing emissions.

The proposal is a key component for the Western Climate Initiative, a partnership created in February 2007 among the governors of California, Arizona, New Mexico, Oregon and Washington to curb global warming.

The group - which has added Utah and Montana, along with Canadian provinces of Manitoba, Quebec, British Columbia and Ontario - has set a regional goal to reduce greenhouse gas emissions by 15 percent of 2005 levels by 2020.

California officials hope the North American effort will be key to helping the state meet its goal to reduce carbon emissions by 30 percent by 2020 under landmark legislation, AB32, approved in 2006.

This is why I laugh when folks say our President refused to buy into Kyoto. That’s because he didn’t have to. The states are implementing this crap as fast as they can. Even cities are glomming on to parts of this nonsense.

Methane gas has increased 150% in the atmosphere since the mid 1700’s. (During the same time period, carbon dioxide has increased only 30 %.) A gram of methane gas has more than 25 times as much greenhouse gas impact as a gram carbon dioxide. As many know, flatulence, “farts,” are composed almost entirely of methane gas.

Therefore, Al Gore has developed a new program to combat this obviously increasing peril to our planet, and make a little money for himself at the same time.

It is called Fat Al's Recycle Technology.

Everyone will be required to wear a “fart meter,” (Cost $75, available only from Al Gore) which will record and automatically transmit to a new government agency (the Federal Automatic Recording Technology Department) the occasion of each fart and the volume thereof.

For an additional fee of $4,500, interested parties can purchase a fart capture device (available only from Al Gore). This 25 pound device can be conveniently worn under the special clothing available also from Al Gore in attractive shades of brown.

When full, the interested consumer can present his fart capture device to Al Gore's recycling center, where for a fee of $0.10 per fart, the captured farts will be recycled into the US natural gas distribution system. Al Gore also will receive a modest fee of only $0.015 per fart for the energy content of the gas.

The interested consumer will also receive “fart credits” for the number of farts he recycles. These “fart credits” can be traded to other consumers, who elected not to purchase a fart capture device, through Al Gore's Fart Trading Exchange. Al Gore will extract only a small commission of $0.01 per fart for each trade.

All Consumers will be required to be “fart neutral” by a “Cap and Trade” regulation, administered by the new Federal Automatic Recording Technology Department.

Legislation is being developed as we speak, by the concerned Speaker of the House, Nancy Pelosi, and her erstwhile compatriot in the Senate, Harry Reid.

Get ahead of the mandated stampede to control this growing threat to our planet. Get you fart capture device now.

Simply contact Al Gore and follow his instructions.

y opinion if I were the refiners, oil producers and marketers of energy, I would shut down all operations in these places and increase the cost to these idiot's by 100%. Or not trade with or sell any energy to them at all. Maybe they can burn sh!t to keep their economy running. Amen

The power outages in CA are due to the lack of power transmission lines.

Silicon Valley has whats called "rolling blackouts" where whole blocks are dropped from the grid so the lines don't melt during periods of high demand.

As a rough estimate, the burning of one gallon of gasoline produces
about 20 pounds of CO2. if you drive 10,000 miles and your car
averages 25 miles per gallon of gasoline, it will produce
approximately 8,000 pounds of CO2 to the atmosphere: (10,000 miles) x
(1 gallon of gas / 25 miles) x (20 pounds of CO2 / gallon of gas) = 8,000 pounds of CO2.

Also, as a rough estimate, a person exhales about 2.2 pounds of CO2 per
day; so over a year, a person would exhale approximately 800 pounds of CO2

Now depending on the source, there are as many as 7 million up to 20 million illegal immigrants in the US, so let’s split the difference and say it is 13.5 million illegals in the US

that means illegals add 10,800,000,000 lbs of C02 to our environment each year

10,800,000,000 lbs per/year divided by 8,000 lbs (for a year in a car) = 1,350,000 cars worth of CO2

so if we get the illegals out of the US it would be like taking 1.35 million cars off the road

Let’s see, about 100,000 acres of forests have burned in Siskiyou County without so much as a mention. Trinity County has about 200,000. We are told that they will continue to burn into fall when the rains will put them out. (Angora was 144,000 acres)

Here is a study on greenhouse emissions from forest fires. http://www.calforestfoundation.org/pdf/FCEM-2.pdf

The Angora fire is estimated to have emitted 46.2 tons of emissions per acre. If fuel reduction (e.g. management - thinning, removal of ladder fuels, shaded fuel breaks) had been done, emissions could have been reduced to 12 tons per acre.

An average car driven 15,000 miles annually produces 13,000 pounds of carbon emissions annually.

You do the math. If you want to reduce carbon emissions, what might be a good strategy? ——Manage our forests for a change.

This is stupid, unless California also moves to control clouds, exhalation, swimming pools and irrigation (evaporation).

Water vapor is by far the largest greenhouse gas...

Laughing stock is putting it mildly, but Califonia seems to enjoy it.
