Neither has a law or court ruling been made more exactly delineating the constraints of the term. Oakland -- Half of the 5,000 windmills in the Altamont Pass will be closed for three months this winter to protect migratory birds under a plan that Alameda County supervisors adopted Thursday, over protests from environmentalists who said all the turbines should be closed for the season. HARRISBURG -- Bob Regola, who won the highest-profile race in the General Assembly last fall, was sworn in as a state senator Tuesday and promptly proposed a constitutional amendment to eliminate the Legislature's so-called lame-duck sessions. Regola, R-Hempfield, defeated Democratic incumbent Allen Kukovich, of Manor, by more than 5,300 votes in the Nov. 2 general election in a campaign that cost $1.5 million. Kukovich had served 20 years in the state House and eight in the Senate. By mid-day, three other senators had signed as co-sponsors of Regola's joint resolution to eliminate post-election sessions.
