The planners, residents and developers hunched over maps Thursday had plenty of ideas for the daunting task of untangling and improving the massive web of aging highways in and around downtown Dallas. Standoff ends in surrender 01/29/2003 From Staff Reports A Dallas police standoff ended just before 1 p.m. as authorities fired tear gas into a home on Metropolitan Avenue in South Dallas and took into custody three people who were suspected in two Wednesday morning robberies.
