San Francisco's Mayor London Breed is setting up her city's social workers for potential bloodshed, offering a series of "reforms" that even her former police commissioner calls "pure political pandering." San Francisco police will no longer be called to settle disputes between neighbors, or to handle homeless people, or any non-criminal cases, according to a new plan announced by Mayor London Breed.

<p>SAN FRANCISCO (AP) - The Bush administration's director of homelessness has pledged to work with San Francisco's new mayor to end chronic homelessness, a newspaper reported.</p> <p>Millions of dollars in federal and private funds could be channeled to the city if it comes up with a comprehensive 10-year plan, said Philip Mangano, executive director of the U.S. Interagency Council on Homelessness.</p>

<p>A member of the Board of Supervisors best known for his focus on homelessness and a more liberal colleague were chosen by voters Tuesday to face off next month in what could be an electrifying contest for mayor between two thirty-somethings.</p>
