Bush administration pledges to work with SF mayor on homelessness

SAN FRANCISCO (AP) - The Bush administration's director of homelessness has pledged to work with San Francisco's new mayor to end chronic homelessness, a newspaper reported.

Millions of dollars in federal and private funds could be channeled to the city if it comes up with a comprehensive 10-year plan, said Philip Mangano, executive director of the U.S. Interagency Council on Homelessness.

"What we've learned in the last 25 years is that just giving people a place to stay and a sandwich doesn't do it," Mangano said. "You need to treat the things that made them homeless to begin with - to give them supportive housing. And no one level of government can get that job done alone."

What he's trying to say is that when you subsidize some form of behavior you always get more of it. I bet if we threw in a new Lexus along with the "place to stay and a sandwich" we'd see those homeless numbers really zooming up the charts.
