Buried deep within H.J.RES.2, a Joint Resolution making further continuing appropriations for fiscal year 2003, are all sorts of interesting spending projects, few of which are authorized to the federal government by the Constitution. For instance, they appropriated $418,773,000 for carrying out section 301 and title IV of the Public Health Service Act with respect to alcohol abuse and alcoholism.
