    SAN JUAN, Puerto Rico - The parents of a North Carolina-based soldier killed in Iraq said Saturday that they plan to start a scholarship fund for Puerto Rican students in his name at the Texas university he attended. Army Capt. Ernesto M. Blanco, 28, was killed last Sunday when an explosive device struck the vehicle in which he was riding.
