    Gov. Arnold Schwarzenegger has signed two gay rights bills, one honoring late activist Harvey Milk and another recognizing same-sex marriages performed in other states. In the last of hundreds of bill actions taken before midnight Sunday, Schwarzenegger approved the two bills by Sen. Mark Leno, D-San Francisco.     The California State Senate is poised to vote on a bill making an official "homosexual day" in every public school. It would be called "Harvey Milk Day" in honor of the openly homosexual San Francisco Board of Supervisors member who was shot and killed in 1978 along with the city's mayor, George Moscone.
