Legal problems for a deputy director of New Jersey's Office of Information Technology. Raymond Hayling the Second of Englewood has been accused of submitting fraudulent information and documents in an application for a 422-thousand,500 dollar home loan. The 32-year-old Englewood resident was suspended without pay after being charged yesterday with forgery and falsifying or tampering with records. He's also been locked out of state computer systems.
