On July 8, 2003, the non-partisan citizens' group Protect Arizona NOW launched its initiative to reform voting and public benefits in Arizona. The initiative, viewable at the Protect Arizona NOW 2004 website would do two things: (1) Require proof of citizenship to register to vote and proof of identity when voting, and (2) Require proof of citizenship or legal residency when requesting state taxpayer-funded services.
