Governor Doug Ducey of Arizona signed HB 224, which protects the right to transfer firearms in private transactions, without fee, tax or encumbrance, into law on 30 March, 2016.  The law went into effect on 31 March. Federally licensed firearms dealers (FFLs) are required to perform criminal history background checks on prospective firearms purchasers. However, when the sale or transfer of a firearm does not involve a licensed dealer, no background check is required. This is an enormous loophole—one in which convicted felons, minors and other prohibited purchasers can readily avoid background checks and more easily acquire guns. The more one looks at President Obama's guest editorial in the Arizona Daily Star (as we did here Monday), and Senator Chuck Schumer's (D-NY) S. 436, the "Fix Gun Checks Act of 2011,", the more apparent it becomes that Obama's editorial was tailor-made to drum up public support for S. 436. .....Snip...
