IMHO, factors in the U.S. for changing marriage age expectations are changes in average life spans (make babies while you can), changes in number of kids needed (make 'em early if your farming family needs labor in 10 or 20 years for your growing farm), and changes in what it means to be mature (i.e. finishing high school became the norm, not just for the few of the educated class).

As long as we live in a culture where kids are expected to be immature in responsibility longer than they used to (i.e. where I live boys are no longer expected to start full time work by 15 or so in the coal mines or the steel mill to be able to support a family), then it'd be inappropriate to have as low of an age of consent as we used to.

Just to add, the hardest ancestor for me to trace was a woman who got older to get married, and then got younger as she got older in official records. Her reported age was not constant.
