A young Philadelphia girl who suffered from Spina Bifida is dead, and police have charged her mother's boyfriend with her murder. Twenty-four-year-old Horace Watters of North Philadelphia is charged with murder. Police say he beat his girlfriend's 4-year-old daughter to death because the disabled girl wasn't potty training fast enough.
