Romney should not enter into this argument on Obama's terms, i.e., argue against amnesty or the dream act, but only to say, "the President has no authority to make this kind of unilateral decision... instead, this is something American society, through our elected officials, must hammer out". He needs to focus his argument on the idea, that for Obama, words have no meaning.
