An employee of the Fullerton office of the California Department of Motor Vehicles was among four arrested Thursday in a title-washing scheme, department officials said. In a separate license-fraud scheme, five other DMV employees conspired with a middleman to illegally issue drivers licenses, charging $350 to $6,000 to process the applications fraudulently, the DMV said. Before entering the polling place in some Florida counties, voters have been confronted by a sign that reads: "Photo and Signature Identification Required." The implication is that they won't be able to vote if they don't have a driver's license or similar identification card, but that is not a full explanation of the law. A Colorado congressman is praising a bill recently introduced in the House that would curb voter fraud by requiring voters to actually prove their citizenship. It is called the Federal Election Integrity Act of 2004 (H.R. 4530). Introduced by Illinois Republican Henry Hyde, it is designed to amend the National Voter Registration Act of 1993, also known as the "Motor Voter Bill."
