The U.S. military will upgrade its Minuteman III intercontinental ballistic missiles while retiring its Peacekeeper missile force, a senior officer told a Senate subcommittee March 25. The larger, multinuclear-warhead-carrying Peacekeeper ICBMs are being decommissioned as part of the Moscow Treaty brokered between the United States and Russia in May 2002. "With Peacekeeper deactivation proceeding as planned, the Air Force has implemented an aggressive life extension program for the Minuteman III ICBM force to ensure weapon system reliability through 2020," Navy Adm. James O. Ellis Jr. explained to members of the Senate Strategic Forces Subcommittee. Ellis heads the U.S. Strategic Command...

Russian Swamp The wonderful book by Andrei Pechersky, "V Lesakh" (In the Woods), describes in colorful detail the life of the Nizhniy Novgorod region, and the northeast part of European Russia in general, in the mid-19th century. Particularly miraculous are the descriptions of thick woods mixed with huge swamps. "Mshava, or moss-covered swamp, stretches for several miles. The thickness of the moss, which covers the bottomless marsh, could reach several yards. The moss itself is covered with stunted timber, bushes and various flowers. The moss caves in and springs under the foot of the walker, and suddenly produces a fountain...

There is an old English proverb from the 15th century, from a time of civil war and intrigue, that says: "In trust is treason." It has long been said that there is a time to trust and a time to withhold trust. Shakespeare's Henry V offers us the following advice: "Trust none; For oaths are straws, men's faiths are wafercakes, And hold-fast is the only dog." In 1732 Thomas Fuller wrote: "If we are bound to forgive an enemy we are not bound to trust him." Henry Fielding advised readers: "Not to trust him who hath deceived you, nor who...
