A months-long controversy surrounding the Boy Scouts of America and its practice of sending home fliers with Portland schoolchildren has resulted in a new policy for all outside youth-oriented groups. Swampscott residents woke up New Year's morning to anti-Semitic literature from The National Alliance on their front lawns, police said yesterday. Dozens of two-page leaflets packed in plastic were distributed on Forest Avenue and the surrounding neighborhood streets sometime during New Year's Eve night, police said. Swampscott also received hate literature from a different group, World Church of the Creator, within the last several months, police said.
