<p>House Republicans on Friday unveiled a "comprehensive" measure to overhaul the U.S. intelligence community -- but the bill is a bit too comprehensive for some Democrats and moderate Republicans.</p>
<p>The bill would create a national intelligence director with budget and personnel authority and a national counter-terrorism center, as recommended by the Sept. 11 commission. But it would go beyond that, Speaker J. Dennis Hastert, R-Ill., said at a brief news conference today, including provisions he said would aid the government in the "prevention and prosecution" of terrorism.</p>
