Paywall seems to be off for this story. A suspect in the killing of Bel Air mother Rachel Morin is in custody in Tulsa, Oklahoma, pending extradition to Maryland, Harford County Sheriff Jeffrey Gahler said at a news conference Saturday. “Rachel’s murderer is no longer a free man and, hopefully, he will never have the opportunity to walk free again,” Gahler said. Tulsa Police and federal authorities found Victor Antonio Martinez-Hernandez, 23, on Friday night and took him into custody for allegedly trespassing, Gahler said. The El Salvador native is being held without bond at a Tulsa County jail, accused...

BALTIMORE — A Maryland woman whose death last year was blamed on an attack by a panhandler was actually killed by her husband and his adult daughter, police said Sunday. Keith Smith, 52, had told police that his wife, Jacquelyn, an engineer from Harford County, was trying to give money to a panhandler at a traffic light when she was robbed and fatally stabbed. Both were arrested in Harlingen, Texas, near the Mexico border. Harrison said the two were preparing to leave the country.

ABINGDON, Md. (AP) — A gunman fatally shot a sheriff’s deputy inside a crowded restaurant at lunchtime Wednesday and killed another deputy in a shootout nearby, authorities and witnesses said. The suspect was killed in the shootout not far from the shopping center where the restaurant was situated, Harford County Sheriff Jeffrey Gahler said. Remarkably, no bystanders were hurt. Police haven’t released a motive for the shooting, but the sheriff said he believed the first deputy who approached the gunman was shot because he was wearing a uniform. The shooter, 67-year-old David Brian Evans, had warrants out for his arrest...

It’s going to be “Constitution 101″ for state police in Maryland, who will be undergoing training on the First and Fourth Amendments as part of a settlement of a lawsuit over the illegal arrests of pro-life protesters there. Confirmation comes from officials with the Alliance Defense Fund, who argued that the officers’ decision to arrest, take into custody and strip-search the protesters simply wasn’t allowed. The ADF noted that the settlement with Maryland State Police will include “training on rights protected by the First and Fourth amendments to the U.S. Constitution.” “Under the terms of the settlement, Maryland State Police...

Maryland has taken the first step toward replacing its two travel plazas on Interstate 95 north of Baltimore with expansive, airy welcome centers filled with amenities and operated by a company with years of experience serving travelers. The two-year, $56 million project to rebuild Maryland House and Chesapeake House as a public-private partnership with Areas USA was approved Monday by the Maryland Transportation Authority board. The deal requires the approval of the Board of Public Works next month and review by the General Assembly. The state would retain ownership and oversight of the plazas, while Areas USA would operate and...
