    If the governor has his way, New Yorkers won't use plastic bags anymore. New York Gov. Andrew Cuomo is proposing a ban on plastic bags as part of this year's executive budget. The effort is to combat litter because plastic bags do not biodegrade. Cuomo said Sunday that the ban will also help reduce greenhouse gas emissions associated with plastic bag production and disposal - from the petroleum used to produce the bags to emissions from their transportation to landfills. The governor said that reusable bags and exemptions will be applied "where appropriate."
